Kapolres Metro Bekasi Kombes Hendra Gunawan told the beginning of the incident, namely when a group of residents took advantage of a residence by changing its function into a place of worship. However, said Hendra, the legality of the building that was transformed into a place of worship has not been fulfilled.


"In the beginning, there was a residential house that was converted into a place of worship, while its legality has not been fulfilled," said Hendra Gunawan when contacted, Wednesday (16/9/2020).

Bekasi Metro Police, Bekasi Regency Government, Forum for Religious Harmony (FKUB), Huria Kristen Batak Protestant (HKBP), and local community leaders held a deliberation on Tuesday (15/9). Finally, it was agreed that the construction of houses of worship must refer to the joint statement letter (SKB) of the two ministers.


"Human rights, of course, should not conflict with the interests of others either. Therefore, it is necessary to have rules set by the state to be followed. After tracing, representative rules related to the matter are in the SKB 2 of the minister, the Minister of Home Affairs and the Minister of ReligionIf I'm not mistaken, Article 18 is about the construction of temporary houses of worship. We'll just see there, "said Hendra.


Referring to the ministerial decree 2, the construction of places of worship must meet the administrative and technical requirements of buildings. in addition, it must meet special requirements, including:


1. List of names and identity cards of users of houses of worship at least 90 people legalized by local officials in accordance with the level of boundaries;

2.support from the local community at least 60 people who are endorsed by the head of the village / village head;

3. A written recommendation from the head of the district / city religious affairs department head; and

4. Written recommendation from regency / city Forum for Religious Harmony.


"Because there is no permit yetfrom the residents conveyed that we did not prohibit or disagree with their worship, but what we did not like was that the place was not used as a place of worship before there was permission from the local government or the authorities. If there is a permit, they (residents) will have no problem, "explained Hendra.


In the future, these dwellings are not allowed to be used as places of worship until there is permission. "Until there is permission (allowed to worship)," he added.


Response of HKBP Serang Baru-Cibarusah


Head of the HKBP Serang Baru-Cibarusah Parminguon Post Committee, Manombang, Ramli Sirait, said that the building which is used as a place of worship belongs to him. He said the building was not converted into a church, but a prayer hut. so, according to Sirait, the establishment of a prayer hut does not need to meet the requirements set out in the ministerial decree.


"We are a prayer hut, it is like a family prayer room and a public prayer room. Like we in Christianity, it is a prayer roomIn fact, the ministerial decree also emphasizes that there is no need for permission because its position is not a church or a mosque, right, but a prayer hut, the same as a prayer room, "Sirait said by telephone.


He said, a few days before the siege took place, he had given permission to carry out worship via live streaming to the local police, village heads and community leaders. Live streaming worship is carried out in reference to the government policy not to carry out crowd-making activities.


Sirait admitted that his party still invited the pastor and several worship committees to continue to lead the live streaming service from Sirait's building. while residents worship in their respective homes.


"There are officers there, there are chaplains, there are officials, five peopleAnd that is the live streaming plan we will inform the police chief, and elders here, FKUB as well as KH Soleh, and the village head, that later on Sunday (13/9) we have live streaming services and the congregation is not invited, only five people are at our service post, "said Sirait.

On the same occasion, he admitted that he was very disappointed with the deliberation decision made by his party, along with the regional government, law enforcement officials, and elements of the local environment. He felt that his worship activities were limited.


"As the nation's children, and we are born in the world, we have to worship, so we are limited in this way, we are not allowed to do anything, we also cannot live streaming," said Sirait.

4.The process of licensing the prayer center for religious activities from the religious spirituality committee will be taken by the spiritual committee of the HKBP KSB Cibarusah to the relevant agencies and the Bekasi District FKUB is ready to assist in accordance with applicable regulations.


5.The length of time for the permit process for the prayer lodge proposed by the committee or the management of the HKBP for KSB Housing to the relevant agency is submitted to the management of the HKBP for the KSB Housing in Wibawamulya Village, Cibarusah District.


6.the process of obtaining the permit for the HKBP prayer hut for the KSB Housing of Wibawamulya Village, Cibarusah District, completed within 40 working days and can be extended twice .
